You have requested a document which is secured by the Naval Intelligence Command (for obvious reasons). Accordingly, only those persons with authorization working on Naval Intelligence projects will be granted access to this highly classified document. Even then, you'd have to type your last name in lower case letters and then guess some cunning acronym used as a password, probably in all upper case letters.
So, for example, if your name was "gonzales" and you worked on the "SMITE" project, you might get in. We've said too much already, we'll be quiet now.
